Stocks rise, but how much upside is there?

There is some hope of more rate cuts on Wednesday (see Bloomberg story), but since we are in confirmed downtrend, how far will this latest rally go? Energy and financials are doing quite well today. I am getting a cloudy mixed picture from VIX and PCRatios, maybe best to wait for reaction to Fed before acting...
